company or the factory. Expenses however would be borne by the

local company and the net commission would not be more than 4%.

The China I and E Co. appear to have received what is called a

compensating rate of 12% maximus actually receiving less if the

stipulated price was not reached. In some cases 71% was received

only. This seems to have been intended to co ver all expenses

including return commission. The local branch were however not

dealing direct with the factory but through their Head Office

in Germany. It is therefore not possible to say what was the

total commission allowed by the dye factory,

Returning to Jebsen's agency it will be seen that the

factory paid a maximum commission and return commission of 15%

and in addition certain expenses of pushing the trade. This may

or may not suggest a goverment subsidy paid to the factory.

There would clearly not be any direct subsidy paid to Jebsen

which, if any, would appear only in the unusually large rate of

commission received by them from the factory. I can-

not say whether an average of 7% is to be considered abnormal.
